1 ianuarie 2021 va aduce o premieră absolută în istoria bugetelor de până acum adoptate la nivelul Uniunii Europene. Pentru că, pe lângă sumele alocate până acum statelor membre, viitorul cadru financiar multianual va avea dificila misiune de a vindeca rănile adânci provocate de pandemie asupra economiei europene, dar și de a finanța programele noului Pact Ecologic European, ce are drept obiectiv asigurarea unei transformări ecologice durabile în Europa.
De finanțarea acestor programe, s-au ocupat toate grupurile politice din PE, de-a lungul unor negocieri anevoioase și îndelungate, la nivelul Comisiei pentru bugete și Comisiei pentru afaceri economice și monetare.
În ciuda diferențelor apărute în timpul negocierilor față de co-raportorul EPP, Siegfried Mureșan, grupul S&D a reușit să obțină victorii istorice, care vor veni în sprijinul cetățeanului, obligându-i pe cei cărora nu le plac regulile Uniunii Europene să achite nota de plată a evoluției spre o Europă fără poluare.
Paul Tang, co-raportor din partea Grupului S&D:
„Trebuie să folosim banii cu eficiență maximă. Avem nevoie de investiții, pentru a ne reveni din criza indusă de pandemia COVID și să facem tranziția către o economie și o societate sustenabile, capabilă de a face față problemelor ecologice cu care acestea se confruntă. Pentru toate acestea, trebuie să întărim standardele de sustenabilitate, sociale și de mediu, pentru investițiile publice și private, în interesul cetățenilor și în vederea protejării mediului înconjurător. Acesta este scopul principal al socialiștilor și democraților din Parlamentul European. Mai mult, vrem ca aceste investiții să fie suportate de cei care până acum nu și-au plătit taxele: marii poluatori și corporațiile. Acesta este mesajul socialiștilor și democraților europeni.”
Carmen Avram, raportor din umbră din partea Grupului S&D pe opinia Comisiei AGRI:
„Un alt mesaj al social-democraților a fost necesitatea completării bugetului Uniunii Europene cu bani din resurse proprii. O idee foarte importantă, pentru că acești bani vor reduce presiunea asupra cetățenilor și a bugetelor naționale, ajutându-ne să achităm nota de plată a pandemiei și a viitorului Pact Ecologic.
Sumele acestea vor proveni, de exemplu, din taxarea acelor companii care obțin beneficii pe piața Uniunii Europene, dar nu-și respectă obligația de a plăti taxele conform legislației. Negociatorii S&D și raportorii dosarelor conexe au luptat până la victorie pentru această premieră, astfel încât să putem veni, încă de la începutul anului viitor, în ajutorul agriculturii, al cercetării, al industriei, al tuturor domeniilor afectate de criza sanitară. S&D rămâne fidel principiului de echitate si egalitate pe care l-a lansat – „Nimeni nu va fi lăsat în urmă”, principiu preluat în programul Comisiei Europene de către președinta Ursula von der Leyen.”

S&D victory in the European Parliament – The Social Democrats have obtained ambitious funding for the Green Deal
January 1st 2021 will bring an absolute premiere in the history of the budgets adopted so far adopted at the European Union level. Because, in addition to the amounts allocated so far to the Member States, the future multiannual financial framework will have the difficult task of healing the deep wounds caused by the pandemic to the European economy, but also of financing the programs of the new European Green Deal, which has the objective of ensuring a transition towards a durable and environmentally friendly Europe.
All Political Groups in the EP have worked to finance these programs, during difficult and lengthy negotiations, at the level of the Committee on Budgets and the Committee on Economic and Monetary Affairs.
Despite the differences which emerged during the negotiations with the EPP co-rapporteur, Siegfried Mureșan, the S&D Group managed to obtain historic victories, which will come in support of the citizens, forcing those who do not like EU rules to pay the bill of the evolution towards a pollution-free Europe.
Paul Tang, co-rapporteur from the S&D Group:
“We need to make money count twice. We need investments to recover from the Covid crisis and we need investments to make the transition towards a sustainable economy and society. To do that, we need to raise standards for public and private investments. Standards for sustainability, socially and environmentally, for people and for plants. This is the main aim for the Socialists and Democrats in the European Parliament. And on top of that we want the investment to be paid by those who do not pay a fair share, that do not pay taxes: the big polluters and the big corporates. That is the message from the Socialists and Democrats.”
Carmen Avram, shadow rapporteur from the S&D Group on the AGRI Committee opinion:
“Another message of the Social Democrats was the need to supplement the budget of the European Union with money from own resources. A very important idea, because this money will reduce the pressure on citizens and national budgets, helping us to pay the bill for the pandemic and the future Green Deal Pact. These sums will come, for example, from the taxation of those companies that make profits on the European Union market, but do not comply with their obligation to pay taxes according to the law. S&D negotiators and rapporteurs on related issues fought to the victory for this premiere, so that at the beginning of next year, we can help the agriculture, research, industry and all areas affected by the health crisis. S&D remains true to the principle of equity and equality that it has launched – “No one will be left behind”, a principle taken up in the European Commission’s program by President Ursula von der Leyen.”
